General Traveller’s Fundamental Rights
(According to the Tourism Law of Latvia and Cabinet Regulation No. 380 of 26 June 2018 “Regulations on the Procedure for the Preparation and Provision of Package and Linked Travel Services, and the Rights and Obligations of Package and Linked Travel Service Providers and Travellers”)
Under the Latvian Tourism Law and Cabinet Regulation No. 380, every traveller is guaranteed a number of rights to ensure a safe, transparent, and fair travel experience.
Right to Information
Before signing a package travel contract, the traveller must receive all essential information about the offered travel package. This includes details about the destination, itinerary, accommodation, meals, offered services, and applicable terms of payment.
Right to an Official Contract
Travellers are entitled to a written or electronic contract confirming the agreed travel package and all included services. The contract must clearly state the rights, obligations, and responsibilities of both the travel provider and the traveller.
Right to Price Accuracy
The total price of the travel package can only be changed under specific and justified circumstances, such as variations in transportation costs or exchange rates. Any such changes must be communicated transparently before the trip begins.
Right to Transfer or Cancel the Trip
If unable to travel, the traveller may transfer the booking to another person or cancel the trip under the terms laid down by law and the contract. In case of cancellation, the traveller is entitled to reimbursement according to the applicable legal and contractual conditions.
Right to Quality Services and Assistance
The travel service provider must deliver the agreed services as described in the contract. In case of discrepancies or service deficiencies during the trip, the traveller has the right to request rectification. The provider is also responsible for providing assistance if the traveller faces difficulties such as illness, accidents, or travel disruptions abroad.
Right to Financial Protection
Each tour operator offering package travel must provide financial security to protect travellers in cases of insolvency or unfulfilled obligations, ensuring refunds and, if necessary, repatriation.
Right to Complaint Handling and Redress
Travellers have the right to file complaints about the performance or quality of travel services. The organiser must respond within a reasonable time and offer fair redress measures.
